As I see it, an important problem that needs addressing in discussions and other dealings with CDD and private developers, is an unfortunate and interested commitment to “architectural determinism” an optimistic heritage of utilitarian liberalism. Its ideological aspect is confirmed by the fact that it has failed as a top-down measure and is one of the factors responsible for the persistence of the very poverty and lack of inexpensive (25% of household income) that is needed for sustainable urban environments.
